What is open under the state of emergency?

The new Government diploma that regulates the state of emergency decreed by the President of the Republic due to the covid-19 pandemic indicates the activities and establishments that may continue to function.

See below a list of activities and establishments that “provide basic necessities or other essential goods” and that may continue to function as of the entry into force of the Government decree, at 00:00 on Sunday:

(These activities and establishments can be open, even if they are integrated in shopping centers)

Mini-markets, supermarkets and hypermarkets.

Fruit shops, butchers, fishmongers and bakeries.

Markets, when selling food products.

Agri-food production and distribution.

Catering and beverages (catering establishments and the like may maintain activity for “exclusive cooking purposes intended for consumption outside the establishment or for home delivery, directly or through an intermediary”).

Preparation of take away meals.

Medical services or other health and social support services.

Pharmacies and places of sale of non-prescription drugs.

Medical and orthopedic establishments.


Cosmetic and hygiene product establishments.

Establishments of natural and dietary products.

Essential public services and respective repair and maintenance (water, electricity, natural gas and piped liquefied petroleum gases, electronic communications, postal services, wastewater collection and treatment service, wastewater collection and treatment services, water management services urban solid waste and urban hygiene and passenger transport service).

Stationery and tobacconists (newspapers, tobacco).

Veterinary clinics.

Sales establishments for pets and their food.

Establishments selling flowers, plants, seeds and fertilizers.

Washing and dry cleaning establishments for textiles and fur.

Hardware stores and outlets selling DIY supplies.

Fuel filling stations.

Sales establishments for fuels for domestic use.

Maintenance and repair establishments for motor vehicles and motorcycles, tractors and agricultural machinery, as well as the sale of parts and accessories and towing services.

Sales and repair establishments for household appliances, computer and communications equipment and respective repairs.

Banking, financial and insurance services.

Funeral and related activities.

Home maintenance and repair services.

Security or home surveillance services.

Cleaning, disinfection, rat removal and similar activities.

Home delivery services.

Tourist establishments, except campsites, where they can provide food and drink services on the premises exclusively for their guests.

Services that guarantee student accommodation.

Trade and service activities located along the motorway network, inside airports and in hospitals.

Wholesale establishments and establishments wishing to maintain their activity exclusively for the purpose of home delivery or provision of goods at the door of the establishment, in which case access to the interior of the establishment by the public is prohibited. .
