According to a MAI statement, Luís Francisco Botelho Miguel was appointed by the Prime Minister, António Costa, and by the Minister of Internal Administration, Eduardo Cabrita, and will direct the SEF restructuring process and "ensure the organic separation between its police functions and the administrative functions of the authorisation and documentation of immigrants".

Botelho Miguel, born in Lisbon, has a master's degree in Military Sciences - Artillery - and a degree in Decision Systems Engineering.

He held several command posts between 2010 and 2020 in the Republican National Guard, where he ceased to be Commander-General in July.
