According to a report by Jornal de Negócios, at issue are rental agreements that are still under the protection of the old urban lease regime, prior to 1990. At the national level, there are still 147,000 rents below 100 euros, according to the final Census data.

Regarding the AML, of the approximately 27,000 rents below 100 euros, there are 13,660 that are below €50, with 5,307 less than €20.

According to the Census, the average income in Lisbon is €403.48, above the national average, which stands at €334. Most Portuguese (70%) live in their own home and renting corresponds to 22.3 percent of total properties.
