The majority of Portuguese people are against the forced leasing of vacant houses, according to the responses to the Intercampus barometer for CM/CMTV and Jornal de Negócios. When faced with the question “do you think it's good that the government will force the renting of vacant houses”, 53% answered that they do not agree.
Regarding the limitations on local accommodation (AL), opinions are divided and 47.2% say they agree with the limitations on local accommodation, 35.6% disagree and 17.2% did not answer or do not know.
With regard to the end of golden visas, 71.3% of respondents agree with the end of this regime which was created in 2012 to attract investment to Portugal.

It's not the government's place to coax, coerce, cajole or bully property owners into renting an empty home. It's the owner's business what they do with it, and no-one else's. If someone wants to buy 20 houses just to leave them standing empty, so be it. It's called freedom of choice in a democracy, the right to spend or invest your capital as you wish. The world doesn't owe you cheap, free or subsidised housing. Lastly, who on earth would want to be a landlord in Portugal when the government is taking all their rights away?

People invested at the request of the Portuguese government. This is not the first time a governmental agency makes an offer and once having harvested the benefit, reneges on the agreement. Dor do cotovelo and greed drive this sort of behavior. All sorts of justifications and rationalizations for why a country thinks such behavior is appropriate are made, but they are just that; an excuse to do what benefits the state at the expense of "Foreigners". What a wonderful reputation my adopted country is developing.

The properties bought under the GV were overpriced old property with exorbitant renovation bills.. It won't be touched by any sane Portuguese person.. And they blocked out the large cities anyway.. And the ones applying are not penniless immigrants.. They are coming to contribute to the Portuguese economy.. Its your right to approve or disapprove but to change plans midway after all investments made and countless hoops jumped is for lack of a better word a scam

Good idea, way too many empty properties when rents for locals are soaring and forcing many families, with young children, to live with their parents. Hardly the democratic dream of owning your home, more like the capitalistic view of a few controlling the wealth and lives of the many through simple greed. It’s not like they are living in the homes or even using them as holiday lets!

I fully support this proposal. It’s not ok to take up urban services and push people out of the city by sitting on vacant apartments. The answer is simple - use your apartment, rent it out, or sell it. It’s amazing to me that the same people who object to this proposal are also calling for the end the Golden Visa. Massively inconsistent.

There are a few reasons for the housing crisis. One is that this Govt does not build social housing. Another is because there is little incentive to “buy to let” when the tax on the rental income is so high. Also the system here is all in favor of the tenant. It is highly likely that a lot of these empty properties are in such a state/very old that they are not suitable to live in. Has anyone thought about this? If an owner is forced to let such property are they going to be forced to renovate it?

I do not agree with Billy Bisset.
There are plenty of ways to invest. Taking 20 homes off the market, just because it's a 'right'! for investors in an already tense market is way too much 'freedom'. What if Blackrock decides to invest a billion or so in the Lisbon real-estate market? No normal earning human being would be able to live in Lisbon anymore.
One can see the results of such behavior in London. Multimillion houses are empty for 48 weeks a year because these properties are being bought by people with way too much money and no desire to actually live in London.
Having said that there are also way too many real estate properties just 'rotting away' because the government and/or city hall have a very unclear vision on the property market.

It just doesn't make sense to have a lot of empty properties and at the same time, people are unable to find a property to rent. Focus needs to be on the population's needs rather than the profit of investors. I live in London. We have thousands of properties sitting empty and owned by overseas investors, whilst also having a severe housing shortage.
