According to the minister, the majority of schools—especially those in primary education—do not encourage students using smartphones in class.

"However, I believe that what occurs after school is the true problem. Additionally, since we work in education, teaching parents will be our main goal, the speaker stated.

According to Minister Foley, the goal of the policy is to assist parents who choose not to purchase a smartphone for their elementary school-aged children.

She claimed that some places in the nation where parents came to a consensus have already effectively adopted this.

"We're all very conscious that within the smartphone, children can have access to content that no parent would want them to see, whether it's violent content, whether it's online bullying, all of that," she stated.
