The decree, which comes into force on December 15, regulates the transmission of data and the electronic processing of applications submitted by victims to the Commission for the Protection of Victims of Crime (CPVC) for the granting of advance compensation by the State, and approves the application forms.
“Through the Compensation Claims Management Platform, the aim is to dematerialize the entire documentary flow of the CPVC (Commission for the Protection of Victims of Crime), from the moment the compensation claim is submitted, by filling out an electronic form at a dedicated counter, to its archiving. This allows for more efficient management of material and human resources, contributing to procedural speed and a reduction in pending cases”.
Signed by the Minister of Justice, Rita Alarcão Júdice, the decree states that, more than 15 years after the creation of the Commission for the Protection of Victims of Crime, it is important to solidify the process of becoming “digital by definition” with the creation of this platform.
“The creation of the Compensation Claims Management Platform and rules associated with the electronic processing of all administrative and procedural activity represents a significant change from the procedures currently in place within the scope of the CPVC's activities, which will now assume an electronic nature,” she emphasises.
According to the order, communications and notifications to applicants are preferably made electronically, especially through informative messages produced by the Compensation Claims Management Platform.
To safeguard against exceptional situations in which crime victims do not have the necessary resources to submit a claim for advance compensation on the platform, the possibility of completing the form provided by the CPVC (Commission for the Protection of Victims of Violence and Domestic Violence) remains, at the victim's request, and can be sent by mail, it explains.
The request for the granting of advance compensation by the State to victims of violent crimes and domestic violence is submitted on the Platform, through an electronic request available on the CPVC website (https://cpvc.justiça.gov.pt/) without the need for prior user registration.
