Over three intense days, the Forum brought together approximately 300 national and international participants, including business leaders, investors, researchers, and policymakers. Notable speakers included Ambrose So, President of the International Forum for Clean Energy (IFCE); Carlos Costa Neves, Former Minister of Parliamentary Affairs, Minister of Agriculture, Fisheries, and Forestry; João Rui Ferreira, Secretary of State for the Economy; Mário Pinho, Regional Secretary for the Sea and Fisheries, Autonomous Region of the Azores; Pedro Patacho, Councilor of the Oeiras City Council; Ambassador António Martins da Cruz, President of the Oeiras Valley Investment Agency; Zhao Bentang, Ambassador of the Chinese Embassy in Portugal; Margriet Leemhuis, Ambassador of the Netherlands; and João Fonseca Santos, Head of EIB Portugal (European Investment Bank), among many other speakers of high international reputation.
Three international delegations with strong strategic potential to enhance investment in the blue economy took part in the event. China, represented by IFCE-Macao, emphasized inter-cluster dialogue, focusing on the application of artificial intelligence and the alignment of industrial and product certification systems, particularly in the Chinese and Portuguese markets.
The Netherlands, through Platform Zero, introduced seven sustainable startups from the port and maritime sectors. These ventures may later become part of the upcoming incubator at the Infante D. Henrique Higher Nautical School (ENIDH), in collaboration with the Oeiras City Council.
Morocco was represented by a delegation from the University of Tangiers Faculty of Law, which shared expertise and collaborative efforts related to new port development and various areas within the blue economy.
Additionally, the event gathered ten financial institutions, nine private investment funds, the European Investment Bank, and five national public entities. These stakeholders not only outlined their investment priorities but also engaged in matchmaking sessions, connecting funding opportunities with 19 startups and innovative projects that show strong commercial promise.
Eleven investment workshops were held for the Ocean Forum's member community, focusing on the various blue value chains and the Network of Nautical Stations of Portugal. The Hub Azul team presented analytical briefings based on its platform, providing strategic intelligence to enhance the financial value and sustainability of maritime-related activities.
Also noteworthy was the symbolic signing of a letter of intent between Platform Zero, EVI, InspireXchange, and ENIDH, reinforcing the commitment to creating strategic partnerships.
The inaugural ceremony marked the certification of the Oeiras Nautical Station, officially invited by the Mayor of Oeiras, Isaltino Morais, and the Chairman of the Board of Directors of Oeiras Viva, Rui Daniel Mourinha. The ceremony included the presentation of the Network of Nautical Stations of Portugal, followed by the official presentation of the certification elements—certificate, flag, and plaque—to the Municipality of Oeiras. The presentation was made by the President of Fórum Oceano, Carlos Costa Pina, the Secretary of State for Fisheries and the Sea, Salvador Malheiro, and the Secretary of State for Tourism, Commerce, and Services, Pedro Machado. This event marks the full integration of Oeiras into the Network of Nautical Stations of Portugal, certified by Fórum Oceano, reinforcing the collective commitment of the 44 already certified Nautical Stations to promoting the sea, nautical tourism, and sustainability.
The final day, in partnership with IFCE-Macao, was dedicated to certification standards for technologies and products, focusing on internationalization and facilitating exchanges between the Chinese and Portuguese markets, essential for the goal of establishing a Chinese business hub in Oeiras within the next five years.
The Ocean Forum's mission with the Oeiras Bluetech Ocean Forum continues beyond the event, with preparations for the first edition of the Macau Bluetech Ocean Forum, on October 17, 2025, in Macau, in partnership with Macau Expo, IFCE-Macao, and with the support of the Oeiras Valley Investment Agency. For this initiative, the Forum obtained financial support from IPIM to enable the participation of member Portuguese companies.
With a clear vision to unlock the potential of the Portuguese blue economy, the Ocean Forum advocates for accelerating innovation and internationalization, aiming to scale new companies and provide sustainability to mature businesses, fostering global partnerships that value the ocean and generate sustainable wealth. In the words of the President of the Ocean Forum, Carlos Costa Pina, "There's much more to do. And we're here for the mission! As they say in the Navy: "Fire to the piece!"
