This comes following a proposal by the UK’s Education Secretary Damien Hinds, who wants European students studying in the UK to pay higher university fees than British citizens.
According to the Financial Times, this could be introduced from the 2021-2022 school year.
First. There is no such thing as "the UK's education secretary". Damien Hinds is the education secretary for England, as is made clear in the Department for Education's website "The Department for Education is responsible for children’s services and education, including early years, schools, higher and further education policy, apprenticeships and wider skills in England." (https://www.gov.uk/government/organisations/department-for-education). Education is devolved. The Scottish Government, which is responsible for education in Scotland, which, like England, is part of the UK, has not yet stated its policy for students enrolling from 2021. However, currently, and for the academic years starting in 2019 and 2020, EU students enrolling at Scottish universities will continue to pay no tuition fees (their fees will continue to be paid by the Scottish government, see https://www.gov.scot/news/extension-of-free-tuition-for-eu-students/).
