British residents in Portugal are now able to get their new post Brexit residency cards, and while initially there were problems in making appointments, now many people are finding difficulties in generating the payment information which you need to do before you are sent the physical card.
To help to clear this up we have put together a helpful guide to complete the process.
Step by step guide
Once you have had your appointment with SEF (see here for details of the process), you are then asked to log back on to the SEF Brexit portal to be able to pay for the card which will then be sent to the address that you provided to SEF at the time of your appointment.
Once on the site, click on the Yellow box “Apply Now”.
Then click on the box “Authentication”, you will then be asked to enter your login details of the email address associated with the process, and the password you have created for this. If you cannot remember your password then you can choose to recover this and a new one will be sent to your email account.
Once into your account, at the top of the page, you are presented with a series of yellow buttons. To generate the payment details you need to click on the € sign. Then you click on your name (in blue), scroll down then click on the date highlighted in blue, then scroll down further where you will read more details about your process and there will be a yellow box with a printer icon next to the payment document number – click on this.
When you scroll down again further you will be presented with a pdf document – this is what you need to be able to make the payment for the new card (€15 for a 5-year card and €18 for a 10-year card). You can choose to save this document or print it out if you would like it as a reference.
The document provides you with a reference for the payment and the amount needed to pay. Please be aware that SEF advises that once you have created this document you may need to wait up to 48 hours for the references to be able to work – In my case, I tried to pay immediately and the reference was rejected by my bank, when I logged in one working day later I was then able to make the payment.
The easiest way to make the payment is using online banking, however, you can also do this on a multibanco ATM machine or in your bank itself.
To pay online or on the multibanco you need to choose the following options:
- - Pagamentos e outos serviços
- - Estado e Sector Público
- - Pagamentos ao Estado
Then enter the reference number you were given on the pdf document and the amount to pay.
I was told to expect my card to be delivered to me after two weeks but that there may be a longer delay due to the influx in demand, my card however arrived within 10 working days.
Thank you for this. We paid for 3pur cards on 11th November but have seen no sign of them yet! But the payment is there and we have the receipts. Just waiting and hoping.......

Thank you for the article. I wish you wrote it 2 months ago, as no-one told us at or after the appointment that we must login again and pay online.
For some mysterious reason, payments expire, so you can only pay within 30 days after the payment was enabled online. After the 30 days, they don't want your money any more! And there is no other way to pay! :(

My appointment in Lisbon went really well. There were no crowded waiting rooms like I had experienced before at SEF, and the lady I saw was happy to see me earlier than my actual appointment time. She didn't need to see all the documents I had brought, just my passport, and she asked me to confirm my details. Taking my photo and fingerprints was easy too. But then she told me I couldn't pay her but had to pay via the Brexit Portal. When I got home and had a go at this was when I started having problems but I finally managed to figure it out and to make the payment at an ATM. I found the Brexit Portal difficult to use and would have really appreciated this article.

I logged onto SEF website and had been logged out so could not pay for the card
What happens now and what happens when my card expires

Would just add that it seems payments by multibanco or mbway only seem yo be accepted during the week. Tried to pay over a weekend and constantly refused, Monday morning no problem.

Thanks for this useful article. The sheet of paper the PT authorities give you at your appointment doesn't explain well how to go about the next stage. It took me a week to figure out that I had to click to confirm that I wanted to generate the DUC (Documento Único de Cobrança), but when I typed in the reference online on my bank's website, it said it wasn't valid. I'd chosen the DUC option in online banking, and finally could only make the payment by choosing the 'impostos' or 'taxes' option within 'payments to the State'.
As soon as I'd typed in the reference, the abbreviation 'SEF' was added to it, so I guessed I must be on the right track. Funnily enough, my first attempt was refused as this online payment service is only available during daytime hours with a cut-off around 7p.m., and it was already later in the evening, so I had to try again the next day.
I've been here over 5 years, so I should be entitled to a 10 year document, but I was only asked to pay € 15 which corresponds to a 5 year residency document. What worries me further is that I saw I was getting a 'temporary' Brexit residency document, but I live here permanently so there should be nothing temporary about this document. A 10 year one is obviously preferred as you want as little contact with the PT authorities as possible given how incompetent and lacking in user-friendliness they can be. The civil servant at my appointment tried to claim there was an anomaly in the information relating to my name, but when I refuted this, she then proceeded to process my application.

Hi fantastic info but I have 1 question There are 3 options below - IS IT JUST ONE OF THE THREE WE CHOOSE? I just had a look at my online bank account and ther is Pagamentos e outos serviços and a box rfor a reference and a box for the amount .
To pay online or on the multibanco you need to choose the following options:
- Pagamentos e outos serviços
- Estado e Sector Público
- Pagamentos ao Estado

Thank you so much for such a concise, well-written and informative article by Ms. Daisy Sampson. Like Mr. Andrews I too experienced some difficulty in obtaining the payment codes. Ms. Sampson's article explained everything in a nutshell.

Yes we had the very same problem and went back to SEF where they generated the pdf for me.
Can anyone confirm if they are sent by registered or normal post ?

I attended an interview at Faro ten days ago and was told that I would receive an email within a few days regarding payment...no email to date and nothing regarding any outstanding payments on SEF website? Phone lines inactive!

Ok I so after waiting for almost 2 years I got my appointment. All very straightforward.I did not need anything apart from my passport although I bought the residency papers too.
But come on Portugal.I could not pay for it there.I had to go back into the website and then generate a payment document. It gets worse, you can't actually pay once that has been generated, you have to wait a day or two to be able to make the payment.
This is just another example of the absurd bureaucracy that plagues this country.

It's lucky that I'm a clicker or I never would have found out how to pay. They certainly don't make it obvious! My card arrived after 14 working days

I had my appointment over a week ago and went through these steps to generate the payment information but there isn't any for me . I just get a message that says "No active or pending payment documents (DUC)". What to do now????
By Jennifer from Algarve on 15 Dec 2022, 12:06
Thank you for the articles about Brexit cards and payments. Unfortunately when I go to the Apply now button it takes me to a page with no authentication option so I could not follow your instructions further. Have they changes the page again.
I have spent hours trying any number of SEF phone numbers that go nowhere.

All this is good but you don't mention the fact that many of us cannot generate the payment document. We click on the euro symbol, click on our names and the message pops up saying there is no pending document (DUC). Been to our local SEF - they can do nothing about it and said to wait. Tried to call - nobody took the calls. Emailed using both the general SEF and the Brexit SEF email addresses - no responses. Our appointments was at the beginning of November and there is still no way to pay. We check the portal every day. We are not alone. See one of the posts on the Brits in Portugal Facebook page. This is a disgrace beyond belief.

I just sent a comment saying the payment instructions did not work for me. But, then I tried it in an incognito window so that the history and cookies didn't count and there is was the authentication button in all its glory and the rest of the process worked

I'm really sorry for the UK people that are having this problems also and I'm Portuguese and trying to help my British husband with this and I'm having the same problems also and I don't understand why they complicate the process when you can pay when doing the ID doesn't make any sense at all . I someone wants write to them to SEF to email@example.com and also firstname.lastname@example.org if this can help anyone .When the Portuguese do there ID cards you pay in the moment and this doesn't happen .
By isabel oliveira from Lisbon on 15 Dec 2022, 20:02
Well still didn't manage to pay try yesterday in 3 cashpoints and again in the evening under the rain in another 4 different cashpoints and still the same problem despite the reference number is correct still saying that is incorrect despite of verifying the number serval times this is a complete joke .
By isabel oliveira from Lisbon on 16 Dec 2022, 07:38
Well what they need to inform to people that this supposed payment you need to wait two days sometimes , something they didn't informed my husband was doing the ID yesterday was informed that was possible pay strait away . Independent from everything they need to say to people that takes two days or half a day to be possible to make the payment .
