According to data from the official source of the Ministry of Finance, 1,057,218 automatic IRS declarations have been settled so far, corresponding to 93% of those submitted under this automatism, and it is estimated that by the end of today the Authority Tax and Customs (AT) settle the other 7%.

The same information indicates that, among statements already settled, 622,765 (59%) gave rise to refunds, totalling 502 million euros, and that more than half of this amount (261 million euros) has already been transferred to the 'pocket' taxpayers.

This year, the Ministry of Finance did not set an average deadline for the return of the IRS, not least because due to the contention measures for contagion of covid-19, the majority of AT employees switched to the teleworking regime, with the ministry announcing the processing of refunds begins on April 21.

Lusa, an official source at the Ministry of Finance, said that the expectation is that everyone who has already submitted their automatic IRS declaration will receive their refund before the end of the first half of May.

As a rule, the settlement of automatic IRS declarations and the processing of reimbursement takes place in a shorter period of time than 'normal' declarations because they are concerned taxpayers with a simpler tax situation, that is, people who are only dependent on work income and pensions, and less likely to lead to differences.

Even so, despite the fact that the universe of aggregates that meets the requirements to be covered by the automatic IRS amounts to three million, the number of those using this automation has been lower: last year, for the income related to 2018, the automatic IRS was used in 1.8 million statements, of which 1.7 million were confirmed by taxpayers and 100,000 processed by AT at the end of the delivery period.

The more than one million IRS declarations already settled under this year's campaign also generated 105,064 collection notes, worth 42 million euros, which means that, on average, each of these taxpayers will have to return to the State about 400 euros.

It is recalled that the deadline foreseen in the law for the tax authorities to pay the refunds and the taxpayers to deliver the missing IRS to the State is fixed on August 31st.

There was also a set of 329,389 assessments in which it was concluded that there is no place for reimbursement or payment, due to the fact that there was a total adjustment between withholding taxes, the level of income and tax deductions and benefits for taxpayers. in cause.

In 2019, total IRS refunds amounted to 3,003.1 million euros, according to the budget execution summary of the Directorate-General for Budget. In 2018, the amount returned to taxpayers had been 2,626.4 million euros.

This year, the overall amount of tax that the State has to return to taxpayers is expected to decline due to the fact that the withholding tables in force in 2019 have been adjusted to reflect part of the increase from five to seven in the income brackets. IRS.

Official data, however, indicates that the retention tables represent, on average, about one third of refunds. The rest is influenced by tax deductions and benefits and by the IRS refund determined by each municipality.

The IRS annual declaration on income earned in 2019 began to be delivered on April 1st and ends on June 30th, with the State until August 31st as the limit to proceed with the payment of the refunds of the people who submitted the declaration on time .
