The announcement was made by the Ministry of Justice (MJ) which guarantees that “with this service, citizens will be able to carry out deeds, special procedures for the transfer, encumbrance, and registration of real estate (Casa Pronta), divorces by mutual consent, separation of persons and assets by mutual consent, qualifications of heirs with and without registrations and face-to-face recognition, among other acts, without the need to travel”.

Citizens can request this service by scheduling an appointment (agendamento.justica.gov.pt) or from a qualified professional, namely registrars and registry officers, lawyers, notaries, solicitors and consular agents. After scheduling by these professionals and sending electronic notifications to participants, citizens will have to authenticate themselves on the platform, using their Citizen Card (CC) or the Digital Mobile Key (CMD). To be able to perform an act by videoconference, in acts that require a signature, it will also be necessary to have an active digital signature (through CC, CMD or qualified certificate), as well as having access to a computer or device with an internet connection, microphone, sound, and camera.

“Security is guaranteed by authentication and all communications are end-to-end encrypted. The professional must refuse to perform the act in cases where it is null or if he has doubts about the identity of the actors, about the ability of the actors and their free will to perform the act, about the genuineness or integrity of the documents presented. The act must also not be carried out if the necessary technical conditions are not met, namely image quality, poor lighting or sound conditions or interruptions in the video transmission. All videoconferencing sessions are recorded from the moment they start,” explains MJ in a statement.

The IRN services will be made available in a generalised way on the platform, in phases and based on careful monitoring and evaluation of the processes and results achieved.

This is a measure of the Simplex program, whose implementation was scheduled for the second quarter of 2023.
