The proposal to review the value is justified by the need to compensate for the “negative impacts caused by the tourist dynamics itself, in a more or less direct way”. If the levels of demand recorded in 2023 are maintained, the update could generate more than 80 million euros annually for the Lisbon municipality, according to Jornal de Negócios.

In addition to the exemptions already imposed on children up to 13 years of age and those who stay overnight in the city to obtain medical treatment and their companions, Carlos Moedas also wants to exempt guests staying in establishments by express determination of the City Council or Social Security from this fee, “ namely arising from a declaration of emergency within the scope of civil protection or social emergency”; national and foreign students who come to the university, as well as research fellows “who use tourist resorts and local accommodation establishments at the beginning of each academic year, up to a maximum of 60 consecutive days”.
