The first measure, E_La – Energy Efficiency and Thermal Comfort, will support the replacement of inefficient gas appliances and white goods with more efficient electric alternatives. Targeted at recipients of the social energy tariff and minimum social benefits, it mirrors the previous “Vale Eficiência” programme and will involve local suppliers and companies.

The second measure, Sustainable Neighbourhoods for Climate Transition, focuses on community-level interventions, prioritizing vulnerable areas with tailored, integrated solutions.

Of the €100 million allocated, €90 million comes from the PRR and €10 million from the Environmental Fund. The programme, approved by the European Commission, is designed to be simple and accessible.

The Government also highlighted the upcoming Social Climate Fund, launching in June 2026 with €1.6 billion in funding through to 2031. Managed by the newly created Climate Agency, the fund will become the main tool to address the social impact of the energy transition.

These initiatives align with the National Energy and Climate Plan 2030, aiming to reduce gas consumption, promote electrification, and strengthen energy efficiency. “These new programmes are more effective, accessible, and will have a direct impact on people’s lives,” said Environment and Energy Minister Maria da Graça Carvalho.
