The Portuguese results place the country ninth in the ranking of European Union (EU) member states, and one percentage point above the EU average.

Among EU countries, the highest rate of people over 18 who were working and at risk of poverty was 13.4% in Luxembourg, followed by Bulgaria (11.8%) and Spain (11.2%).

In contrast, the lowest rates were recorded in Finland (2.8%), the Czech Republic (3.6%) and Belgium (4.3%).

Results by gender

The phenomenon affects more men than women in the EU (9.0% versus 7.3%) and in 22 member states, including Portugal (11.4% and 8.8%, respectively).

In Germany, the rates were the same for men and women, while in the Czech Republic, Latvia, Cyprus, and Luxembourg, the rates were higher for women than for men.

The at-risk-of-poverty rate is the proportion of people with an equivalent disposable income below the at-risk-of-poverty threshold, which is set at 60% of the national median equivalent disposable income after social transfers.
