This represents an increase of 1.5% or 11,030 jobs compared to the same period last year. The increase is mainly due to hiring in local government, the National Health Service (SNS), and schools, according to the statistical summary of the Directorate-General for Public Administration and Employment (DGAEP), reported by ECO.
This trend contradicts the rule of one entry for every exit, which had been assumed by the government in October, in the 2025 State Budget report.
"On June 30, 2025, employment in the public administration sector stood at 760,728 jobs, representing a 1.5% increase year-on-year and a 0.2% increase compared to the previous quarter," according to the same report.
This new record for public employment resulted in an increase in jobs in both the Central Administration and city halls. At the central level, 7,483 more jobs were created, a 1.3% increase year-over-year. This growth stemmed primarily from the Health sector, where 3,656 more employees were recruited: 1,258 for nurses, 667 for diagnostic and therapeutic technicians, and 606 for technical assistants.
The Education, Science, and Innovation sector also contributed to the increase in public employment, creating 3,019 jobs: 1,125 for kindergarten teachers and elementary and secondary school teachers, 829 for operational assistants, and 652 for senior technicians.
In local government, 4,705 more employees were hired between April and June, a year-over-year increase of 3.4%, which "resulted primarily from the increase in public employment in municipalities and parishes," according to the DGAEP statistical summary.
"In municipalities, the increase of 3,837 jobs was primarily the result of more workers in the senior technician, technical assistant, and operational assistant careers. In parishes, the largest contribution to the 652-job increase was made by the operational assistant career," the same document states.
Average monthly earnings exceed €2,200
For the first time, the average monthly earnings of public sector workers surpassed the €2,200 gross monthly mark, as of April of this year, according to the DGAEP (National Health Department). This figure includes not only the base salary but also other income components such as subsidies and bonuses.
Specifically, "the average monthly earnings in public administration are estimated at €2,223.70 for April 2025," corresponding to a quarterly increase of 2.6% and an annual increase of 6.9%.
"The annual variation is due to the increase in the average monthly base salary, as well as most other components of earnings (such as regular supplements and payments for overtime or overtime)," explains the DGAEP.
The average monthly base salary of full-time workers in the public administration sector was €1,863.40, corresponding to an average overall variation of 3% compared to January 2025 and an annual variation of 6.4%.
