The efforts in issue, which focus on programs targeted at a more sustainable performance and actions designed to reduce air pollution, aim to cut the levels of energy consumption until 2050 in Ovar, Aveiro’s district. The aforementioned steps are intended to restrain energy use by 90 percent of the levels officially documented in 2005 when the municipality's total yearly consumption reached 925,991 megawatts per hour.

Back in 2005, "energy use in transport corresponded to 46 percent of consumption, followed by residential buildings, with 24 percent of expenditure, and industry, with 18 percent" according to data from the City Council. Petroleum products accounted for 59 percent of the overall energy sources, while electricity generated 28 percent of the total energy usage. Although these consumptions have amplified, the municipality's main goals are threefold and progressive and focus on lowering carbon dioxide and its equivalent emissions "by at least 55 percent by 2030”, "65 percent to 75 percent by 2040," and "90 percent by 2050."

Actions to mitigate climate change primarily which focus on "improving energy efficiency and increasing the production of renewable energy" are applicable to a variety of industries and sectors, including "public, service and residential buildings, industry, transport, agriculture and livestock." Additionally, the municipality also plans to enhance the network of electric vehicle charging stations, develop the network of bicycle and pedestrian routes, and offer a free bicycle service to the community by 2030.

The electrification of fossil fuel-consuming machinery in municipal buildings and infrastructure, the progressive replacement of the municipal car fleet, and the replacement of waste collection and urban cleaning vehicles "by electric vehicles, plug-in or hydrogen-powered hybrids" are the main areas of focus for the years between 2030 and 2050. Regarding long-term goals these include researching ways to "use rainwater and grey water, and for reusing treated wastewater", for agricultural purposes, and assisting in the development of energy communities in the industrial sector.

Domingos Silva, the president of the Chamber of Ovar, has shared his will to see Ovar’s entire community participating in these efforts: “Considering that issues related to climate change have impacted not only environmental but also social and economic, the Municipality intends to reinforce its action with the involvement of the entire community, being those companies, public services, and financial institutions, as well as citizens, associations, cooperatives, education and research institutions, innovation and development hubs, etc.”
