Buyers with tax domicile outside Portugal purchased 2,107 properties during the second quarter of this year, indicating a year-on-year drop of 14.5 percent, representing 4.9 percent of the total, the lowest since 2021, according to the National Statistics Institute (INE).

According to the INE's Housing Price Index (IPHab), from April to June, 4.9 percent of homes transacted in Portugal (2,107) involved buyers with tax residency outside the country, compared to 5.1 percent in the previous quarter and 6.6 percent in the same period last year.

With 1,112 transactions, the European Union (EU) category represented 2.6 percent and other countries 2.3 percent, resulting from 995 transactions.

According to INE data, the relative weight of purchases by buyers with tax residency outside Portugal was the lowest since the second quarter of 2021, when it reached 4.1 percent.

This was the fourth consecutive quarter with a decline in the relative weight of buyers with foreign tax residency in the total number of housing transactions in Portugal.

Conversely, buyers with tax residency in Portugal increased by 17.7 percent between April and June, completing 40,782 transactions.

Nearly 43,000 homes sold

In total, 42,889 homes were transacted in the second quarter, representing a year-on-year increase of 15.5 percent and a quarter-on-quarter increase of 3.7 percent. In terms of value, registered transactions totalled €10.27 billion, a 30.4 percent increase compared to the same period in 2024.

By region, the North, with a total of 12,955 transactions, represented 30.2 percent of all home sales, an increase of 0.6 percentage points compared to the same period last year.

Greater Lisbon followed in terms of the number of transactions, with 8,189 sales and a relative regional weight of 19.1 percent. The Setúbal Peninsula also increased its relative regional weight by 0.1 percentage point, representing 9.6 percent of total home sales, totalling 4,096 transactions.
