The executive also requested the creation of special teams to investigate forest fires and fraud in the National Health Service (SNS).
Creating specialised teams
According to the Público newspaper, the creation of a team to investigate illegal immigration is part of an executive strategy. The goal is for the special team to work in conjunction with AIMA, ACT and ASAE.
In the health sector, the measure will not be new, and Judge Carlos Alexandre will continue to collaborate with the Judiciary Police, the General Inspectorate of Health Activities, the Tax and Customs Authority and Social Security.
With regard to fires, the Government will work together with the PJ, the Public Prosecutor's Office, the GNR and the ICNF.
Prisoner reintegration
As previously reported by The Portugal News, the Government, within the scope of criminal policy law, foresees the creation of social reintegration programs for prisoners through "activities of public utility," such as cleaning land and forest areas to prevent the risk of fire. Prisoners would also be responsible for rebuilding infrastructure affected by fires.
Against corruption
The Government's proposal also involves preventing corruption, following the Anti-Corruption Agenda, launched in 2024, making the fight against new types of crimes autonomous, namely those related to cybercrime and "usurpation of immovable property" – the illegal occupation of a property – which became a crime at the end of 2025.
Priority investigation
Among the crimes that now fall under the concept of priority investigation are the violation of state secrets, as well as sabotage or attacks on essential infrastructure. Also included will be crimes of resistance and coercion against a public official, escape and aiding the escape of prisoners from prisons, and the illegal trade in weapons.
Social impact crime
In the Government's text, the concept of "areas with social impact crime" or "special criticality" appears, in which the police presence will be reinforced as a preventive measure in the affected areas. In these locations, the identification and search of people, vehicles and equipment may be carried out.
Victim protection
To protect victims, the Government proposes to create "a network of crisis centres for victims of sexual violence, especially within the National Health Service and the Judicial Police, capable of, through inter-institutional or protocol-based coordination, guaranteeing an immediate, specialised, safe and confidential response."
